First-time home buyer programs in Quebec

Quebec layers a provincial tax credit on top of the federal HBTC, and Montreal's Home Purchase Assistance Program pays up to $15,000 for qualifying new builds. The welcome tax (droit de mutation) replaces the land transfer tax structure used elsewhere.

Provincial programs

Quebec Home Buyers' Tax Credit

Provincial non-refundable tax credit worth up to $1,400. Claimed on the provincial tax return the year following purchase. Splittable between partners.

Eligibility

  • Neither you nor your spouse owned a home you lived in during the current or four preceding years (waived for a person with a disability buying a more accessible home)
  • Home is in Quebec
  • Home is your principal residence

Welcome Tax (Droit de mutation)

Quebec's land transfer tax equivalent, charged by the municipality. No universal first-time buyer exemption, but some cities offer refunds to families with children.

  • Refunds vary by city

RAP (Régime d'accession à la propriété)

Quebec's label for the federal HBP. Same $60,000 limit, same rules. File T1036 with your RRSP issuer.

Municipal overlays

Montréal

Home Purchase Assistance Program (HPAP) pays up to $15,000 for first-time buyers of new homes, and up to $7,000 for families with a child under 18 buying an existing home. Welcome tax refunds available to families. Location and certification premiums stack.

Quebec buyers stack the provincial tax credit with federal FHSA, HBP (RAP), and HBTC. Montreal buyers of new builds should also check the proposed federal GST removal on Bill C-4.
